The Jinan municipal government released an official plan at a news conference on July 29 for how to further promote the city's medical and healthcare sectors.

The city sets a goal to establish itself as a world-class medical and healthcare city by 2030.

To achieve its goal, the city will work to boost intelligent medical treatment, traditional Chinese medicine and elderly care.

The plan include the establishment of the Jinan International Medical Science Center, Jinan Pharmaceutical Valley Industrial Park and three functional areas - Ecological Leisure Tourism Area, Hot Spring Healthy Tourist Resort and Traditional Chinese Medicine Area.

The government will raise efforts to promote medical services, boost traditional Chinese medicine sector, drive medical innovation, develop modern healthcare industry and create a healthy living environment for residents.

To upgrade health services, the city will focus on developing specialties led by top teams in the fields of oncology, cardiovascular and cerebrovascular medicine, and promote medical technologies with the help of the Jinan International Medical Science Center.

In order to boost traditional Chinese medicine industry, the city will encourage the establishment of medicinal material bases for planting roses, salvia miltiorrhiza and several rare medicinal herbs. It will also accelerate the establishment of a modern TCM industrial system and cultivate large-scale TCM enterprise groups and industrial clusters.

To promote medical innovation, Jinan will encourage national key laboratories to set up branches in the city, carry out R&D of high-end innovative drugs, relying on Jinan Life Science City, and promote the integration of the pharmaceutical industry with big data, artificial intelligence, and 3D printing technologies.

In terms of modern healthcare, the government plans to create a healthcare resort relying on the city's natural resources such as hot springs and wetlands.

As for healthy city construction, Jinan will build low-carbon communities and green urban areas to improve the urban environment. The government will further accelerate the development of international hospitals, schools and communities to offer convenience to more foreigners.

In addition, the city will apply for the National Pilot Zone for TCM Comprehensive Reform in order to cultivate a group of chain medicine companies with advanced technologies.

The city has launched 15 healthcare projects worth 3.84 billion yuan ($556.9 million) during the first half of this year, putting it in a strong position to achieve its goal.
