Pingyin county in Jinan, capital of East China's Shandong province, plans to seek leapfrog development and contribute to the vitalization of the provincial capital.

Wang Xiucheng, Party chief of Pingyin, unveiled a blueprint for the goal during a news conference on Sept 28.

Pingyin intends to place priority on secondary industries and focus on industry-driven growth, and construction of economic development zones, as well as to further consolidate and expand high-end hardware, green building materials, medicine and food sectors.

The county plans to speed up the expansion of emerging industries, including new materials, life science technology, and electronic information, striving to bring the county's industrial output value to 50 billion yuan ($7.09 billion) and the number of industrial enterprises above designated size to 170 in five years.

The local government has implemented plans to offer policy support to its advantageous industries, such as roses and donkey hide gelatin, in hopes of reporting an annual average growth rate of 20 percent in output value of its thriving industries in the future.

To achieve this goal, the county has decided to improve the planting, product development, and online sales of Pingyin roses, help advance the upstream and downstream industrial chains, support leading industry players and cultivate a group of small and medium-sized enterprises in the donkey hide gelatin sector. Meanwhile, Pingyin also plans to develop rural tourism to help increase local residents' incomes by utilizing the region's resources.
