Jinan is striving to build a biomedicine industry cluster with international competitiveness.

Jinan has a solid foundation in the biomedicine and healthcare industry. In 2023, the number of enterprises above a designated scale in the sector exceeded 600, with a total revenue of 222.96 billion yuan ($31.25 billion).

Jinan is concentrating on developing five specialized clusters in the industry: biomedicine, traditional Chinese medicine, medical devices, aesthetic medicine, and foods for special medical purposes. These clusters deal with basic research, clinical trials, production, sales, and healthcare services.

Each district and county in Jinan is focusing on different aspects of these five specialized clusters, leading to a diversified development and a complementary industry value-chain.

For example, Jinan Innovation Zone has maturated industrial parks and leading enterprise clusters in biomedicine research and production. Huaiyin district has prioritized healthcare as one of its three major pillar industries. Changqing district has outlined five key development areas: gene and cell technology, medical devices, aesthetic health, traditional Chinese medicine, and the "silver economy". Meanwhile, Shanghe county leverages its high-end pharmaceutical and chemical industrial park to foster a collaborative development model.

Each district and county is also optimizing services and upgrading infrastructure according to their specific conditions.

Jinan Innovation Zone fosters enterprise growth by providing a "one-stop service" for the biomedicine industry. The zone has established a comprehensive public service platform that spans the entire industry chain and is actively integrating production with research.

Shanghe county is focusing on hardware and innovative management, with two industrial parks currently under construction. Expected to be completed by the end of October, these parks will offer 240,000 square meters of factories, warehouses, and other facilities to meet the needs of enterprises.
