Lyu Tao, born in November 1969, is of Han ethnicity and a member of the Communist Party of China. He has completed college education and holds a master's degree in Public Administration.

He is also a member of the Standing Committee of the CPC Jinan Municipal Committee, vice-mayor of Jinan, and deputy secretary of the leading Party members group of the Jinan Municipal People's Government.

Lyu is responsible for the daily operations of the municipal government, as well as the work of the municipal government agencies, development and reform, safety measures, emergency management, statistics, national defense mobilization, development strategy research, finance, big data, the 12345 citizen service hotline, and government affairs transparency. He also assists Mayor Yu Haitian with financial and auditing work.

He manages the General Office of the Jinan Municipal People's Government, the Jinan Municipal Development and Reform Commission, the Jinan Municipal Emergency Administration, the Jinan Municipal Statistics Bureau, the Jinan National Defense Mobilization Office, the Research Office of Jinan Municipal People's Government, the Jinan Municipal Bureau of Big Data, the Jinan Municipal Service Center of Organization Affairs, the Jinan Public Resources Trading Center, and municipal State-owned enterprises managed by the Jinan Municipal Finance Bureau. He also assists the Jinan mayor in charge of the Jinan Municipal Finance Bureau and the Jinan Municipal Auditing Bureau.

He is additionally responsible for maintaining contact with the Jinan Local Financial Administration Bureau, the Jinan Federation of Trade Unions, the Chinese Communist Youth League Jinan Municipal Committee, the democratic parties, the Department of Ethnic and Religious Affairs of Jinan, the Jinan Municipal Tax Service, the Jinan Investigation Branch of the National Bureau of Statistics, the Jinan Fire and Rescue Bureau, PetroChina's Jinan branch, the oil and gas pipeline companies in Jinan, as well as financial, insurance, and securities institutions in Jinan.
