1. Confirmation Letter or Invitation Letter for Foreign Talent

(1) Confirmation Letter for Foreign High-end Talent

Foreign nationals holding the "Confirmation Letter for Foreign High-end Talent" and relevant documents may apply for an R visa (Talent Visa) at the embassy, consulate, or other diplomatic missions entrusted by the Ministry of Foreign Affairs (hereinafter referred to as the visa authority stations abroad).

The visa authority stations abroad issue R visas to qualified applicants valid for five to 10 years with multiple entries; visas of the same type with the same validity and multiple entries are issued to spouses and minor children of the aforementioned individuals. The visa authority stations abroad may expedite visa applications for the aforementioned individuals, issuing visas within two working days. Visa fees and expedited service fees are waived for these individuals.

Holders of R visas are exempt from work permits in Shandong province.

(2) Invitation Letter for Foreign Experts

Foreign nationals holding the "Invitation Letter for Foreign Experts" and relevant documents may apply for an F visa at the visa authority stations abroad for a stay in China not exceeding 90 days (inclusive).

According to the relevant regulations of the CPC Central Committee and the State Council on the introduction of foreign talent and intellectual resources and the strengthening of the management of foreign experts, foreign experts hired to work in China are exempt from applying for work permits and employment certificates. Foreign experts staying in China for no more than 90 days (inclusive) for visits, exchanges, or investigations may apply for an F visa with the "Invitation Letter for Foreign Experts" and do not need to apply for a work-related residence permit after entering China.

2. R (Talent) Visa:

Individuals recognized as high-end talent by relevant talent management departments at the municipal, provincial, or national levels in Jinan can apply for an R (Talent) visa. The application for R (Talent) visas for the aforementioned foreign high-end talent can be processed according to the needs of the enterprise and the individual. An expedited visa processing channel has been established to shorten the processing time for visa applications.

3. Residence Permit for two-to-five Years:

Individuals recognized as high-end talent by relevant talent management departments at the municipal, provincial, or national levels in Jinan can apply for a residence permit for foreign nationals valid for two to five years. The application for two-to-five-year residence permits for the aforementioned foreign high-end talent can be processed according to the needs of the enterprise and the individual. An expedited visa processing channel has been established to shorten the processing time for visa applications.

4. Port Visa:

Foreign talent who urgently need to enter China but are unable to obtain an R or F visa at the Chinese visa authority stations abroad may, with a confirmation letter or invitation letter issued by the Science and Technology (Foreign Experts) Department, directly apply for a temporary R or F visa (valid for up to 30 days) at the port visa office of the airport upon entry. If an extension of stay is needed after entry, it should be processed according to regulations.
