Launched since the end of 2018, the Quancheng Study reading room project is a network of novel public cultural spaces constructed by Jinan Library under the guidance of Jinan Municipal Bureau of Culture and Tourism. The move aims to create a comprehensive and inclusive public cultural service system by gradually developing a city-wide "15-minute reading circle" through strategic location selection and thoughtful layout.

In recent years, the Quancheng Study brand has garnered numerous national, provincial, and municipal accolades, including recognition as the "most beautiful public reading space in the Yangtze River Delta" and "Shandong model base for nationwide reading".  Jinan's Quancheng Study network now has 53 branches.
