Jinan plans to establish 70 high-quality, standardized Quancheng Study public reading rooms by the end of 2025.

The Quancheng Study public reading rooms are designed to provide accessible cultural spaces within 15 minutes for all residents, promoting community engagement.

Since its launch in 2018, Quancheng Study has welcomed over 14.8 million visitors, loaned 3.43 million items, and hosted more than 8,300 events, making a significant social impact and earning widespread acclaim. Recognized as a key well-being initiative, it has been included in the city's government work report for seven consecutive years.

Quancheng Study has drawn lessons from other cities while showcasing its distinctive features. It features a grid-based layout to ensure convenience, with all locations situated in densely populated areas or along major transport corridors. Visitors can borrow and return books across any location.

Modern design techniques have been employed to provide an optimal reading experience. The reading rooms feature diverse themes, with some inspired by historical figures such as Li Qingzhao (1084-1155) and Xin Qiji (1140-1207), and integrate cultural tourism, with branches in scenic locations such as Daming Lake and Jiuru Mountain.

By leveraging shared resources, the project maintains low operating costs and emphasizes collaboration, participating in intercity cooperation and sharing mechanisms.

Quancheng Study has enhanced residents' sense of satisfaction and well-being, enriched their spiritual and cultural life, and strengthened Jinan's cultural soft power.
