Jinan makes major strides in education during 14th Five-Year Plan period
During the 14th Five-Year Plan (2021–25) period, Jinan, capital of East China's Shandong province, has made remarkable strides in education.
The city has built, renovated, or expanded 316 primary and secondary schools and kindergartens, adding 230,000 enrollment slots. More than 2,000 projects have been carried out to improve educational facilities.
Coverage of inclusive and public kindergartens has increased, and all compulsory education schools now participate in the 181 urban–rural education communities and school groups, ensuring equitable access for all students.
So far, six districts and counties have achieved inclusive preschool education, while five have reached high-quality, balanced compulsory education, with full citywide coverage expected by 2030.
Curriculum reforms have emphasized core competencies and a continuous learning pathway from kindergarten to high school. To support well-rounded development, 2,549 sports teams and 3,245 arts associations have been formed. The city has also prioritized students' mental health, establishing a psychological health center and Shandong's first 24-hour mental health hotline, covering 15 provinces.
Jinan has pioneered reforms in ideological and political education, creating cultural hubs and educational bases. The city is also implementing eight national-level pilot programs in areas such as science education, campus football, and school-industry integration, while introducing innovative policies and fostering distinctive education brands.
Jinan has placed great emphasis on cultivating high-level talent, with 333 provincial-level distinguished teachers and 186 Shandong-recognized exemplary teachers, principals, and head teachers. Evaluation and appointment systems have also been reformed to motivate and support the teaching workforce, enhancing professionalism and vitality.
