Xu Ming, of the Hui ethnic group, was born in October 1970. He is a member of the Communist Party of China and graduated as a postgraduate from the Party School of the CPC Shandong Provincial Committee.

Xu is currently a member of the leading Party members group of the Jinan Municipal People's Government and secretary-general of the Jinan Municipal People's Government. He is also the secretary of the leading Party members group of the General Office of the Jinan Municipal People's Government.
