Jinan, capital of Shandong province, aims to become a leading digital city by accelerating efforts to integrate artificial intelligence into key sectors, driving innovation, efficiency, and smart development.

The city is stepping up investment in digital infrastructure, including the Jinan Artificial Intelligence Computing Center, which officially began operations this year. With a computing power of 1,030 PFlops, it supports the training of large-scale AI models at the million-parameter level.

In addition, with a focus on the reform of data factor marketization, Jinan is promoting the efficient flow of data elements. Relying on local key players such as Jinan Big Data Group, Inspur Cloud, and Shandong Future Network, the city is building a trusted urban data space.

Furthermore, the city's artificial intelligence industry is transitioning from a basic combination of technology and industries to more practical applications, focusing on the use of large AI models in specific fields.

Currently, among Jinan's 66 large-scale AI models under development or already in commercial use, seven have received national approval for generative AI services, and 33 have been selected as exemplary cases at the provincial level — the most in Shandong.
