Jinan has enhanced its high-level talent certification system by introducing new measures for three strategic sectors: aerospace and low-altitude economy, artificial intelligence (AI), and the creative economy. These measures boost Jinan's reputation as a center for innovation and professional growth.

The new measures outline 103 criteria for talent certification in these sectors. In the aerospace and low-altitude economy, the emphasis is on professionals driving the entire industry value chain, including satellite systems, rockets, and core technologies. The AI sector aims to foster technological breakthroughs, while the creative economy focuses on areas like online audio-visual content, animation, and gaming.

This initiative builds on the city's previous efforts to align talent policies with industrial growth. Since 2023, Jinan has created a comprehensive talent ecosystem that integrates general guidelines with industry-specific standards, covering eight sectors such as law, trade, and robotics. To date, 1,050 professionals of these sectors have been certified, including 11 national-level, 65 provincial-level, and 426 municipal-level leading talents.
