Jinan, capital of East China's Shandong province, has made remarkable progress in bolstering commercial vitality, boosting consumption, and advancing high-level opening-up during the 14th Five-Year Plan period (2021–25).

Over the past five years, the city issued nearly 500-million-yuan ($71.75 million) consumption vouchers and subsidies and launched more than 3,000 promotional events. By 2025, total retail sales of consumer goods in Jinan are expected to exceed 550 billion yuan.

The city has strengthened its commercial appeal through the introduction of nearly 600 first stores of famous brands and the development of new commercial complexes. Meanwhile, a more efficient commercial circulation system has taken shape, supported by thriving urban business, improved county-level logistics, and convenient community services.

Jinan's exhibition economy has also gained momentum. The city has hosted more than 600 exhibitions during the period, including 22 certified by the Global Association of the Exhibition Industry (UFI). In the digital sector, e-commerce retail sales have maintained an average annual growth rate of over 16 percent, backed by more than 24,000 e-commerce enterprises.

As part of opening-up, Jinan's total imports and exports are projected to reach 290 billion yuan in 2025, leading the province in growth, while cross-border e-commerce exports have exceeded 70 billion yuan.

With platforms such as the Jinan Area of the China (Shandong) Pilot Free Trade Zone and a growing network of overseas operations, the city has expanded its services trade, with outbound investment reaching nearly $9 billion and 309 new overseas enterprises and institutions.
