Jinan opportunities highlighted in Shandong government work report
Jinan has been placed at the forefront of Shandong province's development agenda for 2026, according to the latest Shandong government work report, which incorporates the city's growth into the broader provincial strategy.
In line with this strategic positioning, Jinan has mapped out key tasks for 2026. Prioritizing project development, the city plans to accelerate work on 504 provincial and municipal key projects, with annual investment set to exceed 160 billion yuan ($23.1 billion), and advance work on more than 300 major technical upgrading projects.
Jinan will step up efforts to become a national transportation hub. Major infrastructure initiatives include the expansion and renovation of Jinan Yaoqiang International Airport's second phase, the opening of Jinan Metro Line 6's west section, and the expansion of seven expressways.
To energize the consumer market, Jinan will promote consumer goods trade-in programs, introduce more than 100 first stores of brands, and roll out over 1,000 promotional events.
Industrial upgrading remains a core priority for the city. It aims to build a modern industrial system by expanding competitive sectors such as electronic information, automotive, high-end software, and modern medicine.
To cultivate new quality productive forces, Jinan is stepping up efforts in innovation and entrepreneurship. It plans to add more than 55 innovation platforms and nurture 1,000 high-quality enterprises this year.
Rural vitalization will continue to receive attention. The city plans to build and upgrade 24,133 hectares of high-standard farmland, maintain grain sowing areas above 483,733 hectares with total grain output of about 3.06 million metric tons, and develop around 10 new rural vitalization models.
Jinan will also accelerate its digital transformation. It aims to expand the number of 5G base stations to 63,000 and lift the data transaction volume to more than 300 million yuan.
Meanwhile, efforts are underway to improve people's well-being, advance urban renewal, and strengthen environmental protection.
