Jinan charts path for agricultural modernization, rural vitalization

Jinan begins the 15th Five-Year Plan period (2026–30) with a focus on boosting agricultural modernization and advancing rural vitalization. The city prioritizes high-efficiency farming, livable rural environments, and better livelihoods for farmers.

Key agricultural targets have been set to reach these goals. Output from agriculture, forestry, animal husbandry, and fisheries is projected to grow by 4 percent, while grain production is expected to remain at approximately 3.06 million metric tons. The contribution of agricultural science and technology is targeted at 70.8 percent, and the mechanization rate for crop cultivation and harvesting aims to reach 92.5 percent. Rural vitalization zones are planned to cover nearly 28 percent of villages.

Jinan plans to stabilize planting areas, improve crop yields, and strengthen risk management to secure the city's food supply. Efforts will also focus on developing new quality productive forces in agriculture, including advances in seed development, smart agriculture, and advanced machinery.

Economic growth in rural areas will be further stimulated by integrating primary, secondary, and tertiary industries. By strengthening leading enterprises and extending industry value chains, Jinan aims to ensure that farmers retain a larger share of benefits. Meanwhile, green and low-carbon agricultural practices will be promoted to create a sustainable and environmentally friendly farming system.

The city will continue consolidating poverty alleviation achievements through targeted support, integrating follow-up assistance with rural vitalization to prevent a large-scale relapse into poverty. Additionally, the city emphasizes building harmonious and beautiful villages, upgrading rural infrastructure, public services, and living environments. These initiatives are supported by ongoing institutional reforms and improved policy measures that underpin comprehensive rural development.
