Jinan charts course for modernized rural landscape

As the 15th Five-Year Plan period (2026–30) begins, Jinan is advancing rural vitalization efforts, focusing on modern agriculture, rural development, and boosting farmers' incomes.

Over the past five years, grain acreage and output have risen for five consecutive years, while the total agricultural output value reached 82.2 billion yuan ($12.1 billion). During this period, 85 rural vitalization zones were established at the provincial, municipal, and county levels.

Looking ahead, the city aims to enhance food security and agricultural efficiency. By 2030, Jinan plans to increase its comprehensive grain production capacity to over 3.08 million metric tons while expanding high-quality facility agriculture and improving the supply of meat, eggs, dairy products, fish, and vegetables. Efforts will also focus on the deep processing of agricultural products, cold-chain logistics, and modern circulation networks to improve the entire agricultural industry value chain.

With strong scientific and technological resources, Jinan is also advancing smart and high-tech agriculture. Key projects include seed industry clusters in the Jinan Start-up Area for Growth Drivers Transformation and Gangcheng district, along with the development of smart farming bases, digital farms, and intelligent agricultural machinery. The city is also exploring emerging sectors such as bio-agriculture, high-end facility agriculture, and the agriculture-related low-altitude economy.

At the same time, Jinan will continue improving rural infrastructure and public services by building around 10 municipal-level rural vitalization zones each year. By integrating agriculture with culture and tourism, these zones will support new business models, including ecological agriculture, leisure tourism, and wellness farming.

To increase farmers' incomes, the city will further develop local specialty industries such as Pingyin roses and Shanghe flowers, while introducing measures for expanding rural employment and income channels.
