Jinan is advancing a people-centered cultural development strategy aimed at enhancing public cultural services and enriching daily life for residents.

A key priority is expanding accessible public cultural resources. By 2030, the city plans to establish a "15-minute public cultural service circle", giving easy access to libraries, reading spaces, and cultural venues nearby. The initiative includes the addition of 25 new Spring Study locations to the city's current network of 60 branches and 3,300 reading spaces. Jinan will also accelerate the digital transformation of public venues through VR exhibitions, AR-guided experiences, and virtual interactive platforms.

To enhance cultural offerings, Jinan will support the creation of original artistic works and strengthen the development of local performing arts groups, including symphony orchestras and choirs. The city plans to introduce more high-quality domestic and international performances, alongside regular public cultural programs such as film screenings and themed reading events.

Cultural heritage preservation will also be a major focus. Jinan plans to advance the development of the Yellow River National Cultural Park and Great Wall National Cultural Park while enhancing protection at archaeological sites, including the Chengziya Site and Daxinzhuang Site. The city will continue to promote world heritage status and enhance major cultural events, such as the Jinan International Festival of Springs.

Looking ahead, Jinan aims to welcome more than 170 million tourist visits annually by 2030 through deeper integration of culture, commerce, tourism, education, and sports. New consumption scenarios – including industrial tourism, red tourism routes, and sports tourism – are expected to further enhance the city's cultural tourism sector.
