Jinan to improve care services for elderly, children
Jinan has outlined plans for the 15th Five-Year Plan period (2026–30) to speed up the development of an age-friendly and child-friendly city, emphasizing the improvement of public services for elderly residents and families with children.
By 2030, over 50 percent of communities in Jinan are expected to meet age-friendly standards, aided by the addition of 400 elderly care service facilities across the city. The plan also calls for adding 2,000 home-based care beds each year and developing community services like daytime care centers and elderly care consulting programs.
To address the needs of an aging population, Jinan will further integrate elderly care with healthcare, tourism, and cultural services to create more diverse and accessible care models.
The city also plans to increase support for families by introducing childcare subsidies, expanding affordable childcare services, and increasing the supply of nursery places. The development of specialized child-friendly hospitals and healthcare services for pregnancy, childbirth, and pediatric care will also be prioritized to enhance support for mothers and children.
