Jinan Start-up Area emerges as engine of high-quality growth

Five years after its approval by the State Council, the Jinan Start-up Area for Growth Drivers Transformation has evolved into a major regional force for high-quality development.

The area has made significant progress in green and low-carbon transformation. Energy consumption per unit of GDP decreased by more than 50 percent, while a waste-to-energy plant processes 1.1 million metric tons of household waste annually and generates 400 million kilowatt-hours of electricity. Ecological improvements are also evident at Queshan Reservoir, where the number of wintering Siberian whooper swans has increased from dozens to over 300.

Industrial upgrades have been significant. The area has developed a modern industrial system focused on new energy vehicles, new energy equipment, integrated circuits, advanced materials, and artificial intelligence. Since 2021, the number of high-tech enterprises has increased by 205 percent, and the output of high-tech industries now makes up 68.6 percent of the total. Leading projects such as Aiko's photovoltaic base are advancing high-efficiency solar cell and module production.

International cooperation has deepened, with projects like the China–Singapore Jinan Future Industrial City and a joint green technology research institute with Nanyang Technological University further enhancing innovation capacity.

Infrastructure and connectivity have also improved significantly. Major transport links, including the Jiluo Road Yellow River Tunnel and Fenghuang Road Yellow River Bridge, are now operational, improving logistics efficiency. The road network has expanded to 235 kilometers, and 106.7 km of "vehicle-road-cloud integration" test roads support autonomous buses and unmanned logistics, both of which are increasingly integrated into daily operations.
