Jinan targets major transportation milestones by 2030
During the 15th Five-Year Plan period (2026–30), Jinan will accelerate the development of a modern comprehensive transportation system, reinforcing its status as a national transportation hub and a major commercial and logistics center in northern China.
The city will continue to expand its high-speed rail network, with the Jinan–Binzhou and Jinan–Zaozhuang high-speed railways scheduled for completion. By 2030, high-speed rail operating mileage is expected to surpass 580 kilometers, further enhancing the one-hour commuting circle connecting surrounding cities.
Efforts will also focus on upgrading the expressway network. Jinan plans to improve its expressway framework, with total expressway mileage projected to exceed 1,000 km by 2030. More than 85 percent of the network will consist of two-way, six-lane expressways or higher-standard sections.
In aviation, the city will speed up the Phase II reconstruction and expansion of Jinan Yaoqiang International Airport. By 2030, annual passenger throughput is expected to reach 26 million, while cargo and mail throughput will exceed 210,000 metric tons.
Jinan will also advance several major transport infrastructure projects, including the upgrade of Jinan Railway Station, the southern extensions of the Fenghuang Yellow River Bridge, and the eastern extension of Gongye North Road, along with improvements to national and provincial trunk highways.
To strengthen modern logistics capacity, the city will establish a logistics network featuring "one core hub, two sub-hubs, and six parks". Priorities will include reducing overall logistics costs, promoting digital, intelligent, and green transformation, and advancing the development of national logistics hubs, cold-chain logistics bases, and multimodal transport systems. By 2030, Jinan aims to become a national assembly center for China–Europe Railway Express services, with 1,700 train trips annually.
Jinan will also promote transit-oriented development, integrating transportation, commercial services, and community facilities to create more convenient and efficient urban living spaces.
