A Jinan company that began by connecting Chinese workers with overseas employers more than two decades ago has since evolved into a full-cycle service provider for overseas employment.

Shandong Guoli Economic and Technical Cooperation Ltd's latest move highlights the company's evolution. More than 10 auto repair technicians from across China took part in a specialized skills assessment in Jinan on Aug 15, with South Korean experts evaluating their skills in paint mixing, putty application, sanding, painting, and vehicle assembly.

The assessment marked South Korea's first overseas skills certification for auto repair technicians. The pilot plans to recruit 330 auto body and paint technicians annually from China, Vietnam, Mongolia, Thailand, and Bangladesh, according to Yang Seung-yong, president of the Korea Automobile Repair and Inspection Federation.

Shandong Guoli spent nearly two years turning the project into reality. Candidates underwent practical tests, document reviews, and video interviews with South Korean experts before taking the final assessment.

The company's role has expanded considerably since it was established in 2003. It now provides recruitment, skills training, language education, visa assistance, and overseas legal and administrative services.

In 2024, Shandong Guoli established its own service organization in South Korea and launched a work-study vocational education program with Seoyeong University. To date, more than 2,000 Chinese students have participated in the program.

The model goes beyond simply placing workers abroad, covering skills certification, overseas employment, settlement, and family relocation to support workers throughout their overseas careers.
