Qilu Software Park has launched Shandong's first One-Person Company (OPC) empowerment center, supporting a new entrepreneurial model where a solo founder integrates AI agents as primary collaborators.

The OPC empowerment center is almost finished and serves as a platform for solo-led innovation. The park plans to introduce tiered support policies and strengthen services in areas including digital transformation, application scenarios, and industry ecosystem development.

Since early 2025, the OPC model has been integrated into the park's entrepreneurship incubation system. With access to the park's services, a number of specialized OPCs have emerged, particularly in niche fields such as e-commerce. By building a coordinated support framework, the park aims to lower entry barriers and accelerate the growth of OPCs.
