Port Moresby is the capital of Papua New Guinea and serves as the country's political, economic, and cultural center. Located in Central Province, the city covers 253 square kilometers and has a population of around 756,700. It is located in front of the Owen Stanley Range, with the sea on both sides. One side features the natural harbor of Fairfax Bay, while the other is lined with coral reefs and scenic coastal landscapes.

Port Moresby has an average elevation of 200 meters and an average annual temperature of 21 to 32 degrees Celsius, with distinct dry and rainy seasons.

As an emerging medium-sized city, its transportation, logistics, and information networks rank among the most advanced in the South Pacific region.

A delegation led by Jack Onno, chairman of the National Capital District Interim Commission of Papua New Guinea, visited Jinan, where the two cities officially signed a sister-city agreement on Sept 27, 1988.

Since establishing sister-city relations, Jinan and Port Moresby have maintained regular exchanges through mutual visits. Jinan delegations visited Port Moresby in April 1989, August 1991, and November 1998, led respectively by Jinan Mayor Zhai Yongbo, Deputy Director of the Standing Committee of the Jinan Municipal People's Congress Fang Li, and Jinan Vice-Mayor Wang Cunxing.

Reciprocal visits continued in the following years, with delegations from Port Moresby visiting Jinan in June 2000 and July 2002, led respectively by Jamie Maxtone-Graham and Bernard Kipit, city managers of Port Moresby. Jinan Vice-Mayor Yang Peiqin also led a delegation to visit Port Moresby in September 2000.
