Named after the nearby Lishan Mountain, Licheng district has a terrain comprising mountains, hills and plains that gradually descends from south to north.

Licheng district is known for its rich culture. The Hongjialou area was one of Jinan's earliest regions to embrace Western civilization and open up to the world. It boasts a century-old church, the renowned Shandong University, and the magnificent peak of Huashan Mountain, the best of the "nine peaks of Qizhou (today's Jinan)". The Autumn Colors on the Queshan and Huashan Mountains is a masterpiece that captures the essence of Licheng's landscape.

Licheng district is home to over 20 higher education institutions and research institutes, including Shandong University, Shandong Jianzhu University, and Shandong Academy of Agricultural Sciences.

Licheng district is in a prime location. In Jinan's urban development framework, Licheng has one sub-center and five regional centers, making it an integral part of Jinan's central city region.

Licheng district has excellent transportation links. It is located close to Yaoqiang International Airport and has several expressways and national and provincial highways. Rail transit, Shijiazhuang-Jinan high-speed railway, Jinan-Qingdao high-speed railway, and others converge at the new Jinan East Railway Station, making it a crucial land and air transportation hub linking North China to East China and the coast to the inland.

In 2023, the district's regional GDP increased by 6 percent over the previous year to 132.78 billion yuan ($18.47 billion).
