The city of Jinan has 10 urban districts – Lixia, Shizhong, Huaiyin, Tianqiao, Licheng, Changqing, Zhangqiu, Jiyang, Laiwu, Gangcheng and two counties – Pingyin and Shanghe. Together they enclose 112 subdistricts and 29 towns.

Lixia district

Lixia belonged to the Qi Kingdom during the Spring and Autumn Period (770-476 BC) and was named Lixia because of its location at the foot of Lishan Mountain.

It was established as a district in September 1955. Situated in southeastern Jinan, Lixia covers 101 square kilometers and has 13 subdistricts (excluding the Shunhua Road subdistrict), 99 communities and 21 administrative villages.

The district houses more than 200,000 households with a population of about 600,000. The sex ratio of newborns is 109.2 male babies per 100 female babies. The birth rate and natural growth rate of the population are 10.63 per thousand and 6.17 per thousand.

There are 39 ethnic minority groups inhabiting the district, including the Hui, Manchu, Mongolian, Korean, Tujia and Miao. The population of these ethnic groups is 13,633.

In 2017, Lixia district achieved a regional GDP of 133.33 billion yuan ($19.23 billion) with the ratio of the secondary and tertiary sectors reaching 14.1:85.9. The general public budget revenue was 13.123 billion yuan.

Shizhong district

Shizhong district is located in the central and southern pars of Jinan. Covering 281.5 sq km, it governs 17 subdistricts, 114 communities and 77 administrative villages.

The district has a population of about 772,200. The sex ratio of newborns is 106.1 male babies per 100 female babies. The birth rate and natural growth rate of population are 9.5 per thousand and 1.59 per thousand.

Besides the Han ethnic group, the district is home to 36 ethnic minority groups, such as Hui, Manchu and Tibetan.

In 2017, It achieved a regional GDP of 90.75 billion yuan, up 9.3 percent year-on-year. The added value of the primary, secondary and tertiary sectors were 340 million yuan, 16.69 billion yuan and 73.72 billion yuan, year-on-year rises of -0.1 percent, 17.1 percent and 7.7 percent. The ratio of the three sectors was 0.4∶18.4∶81.2.

Huaiyin district

Located in western Jinan, Huaiyin district grew out of the sixth district that had many streets and lanes named with Huaishu (locust tree). It was named Huaiyin district in 1955.

Covering 151.6 sq km, the district governs 16 subdistricts, 87 communities and 93 administrative villages.

It has a population of about 415,000. The sex ratio of newborns is 106.1 male babies per 100 female babies. The birth rate, death rate and natural growth rate of the population are 10.3 per thousand, 7.9 per thousand and 2.4 per thousand.

Huaiyin is home to 17,000 people of 28 ethnic minority groups, including Hui and Manchu.

In 2017, It achieved a regional GDP of 47.56 billion yuan, seeing year-on-year growth of 9.3 percent based on comparable prices. The added value of the primary, secondary and tertiary sectors were 350 million yuan, 12.94 billion yuan and 34.27 billion yuan, year-on-year rises of -0.3 percent, 15.3 percent and 5 percent. The ratio of the three sectors was 0.7:27.3:72.0.  Fixed-asset investment hit 31.51 billion yuan, up 17.3 percent year-on-year.

Tianqiao district

Tianqiao district was named after the overpass that stretches across the Qingdao-Jinan and Tianjin-Shanghai railway lines. It is located in northern Jinan, straddling the banks of the Yellow River. Covering an area of 258.97 sq km, it governs 15 sub-districts, 148 communities and 120 administrative villages.

By the end of last year, it has a population of about 520,600, including 18,776 people of 33 ethnic minority groups. The birth rate, death rate and natural growth rate of the population are 15.29 per thousand, 9.1 per thousand and 6.19 per thousand.

It achieved a regional GDP of 47.931 billion yuan, seeing a year-on-year growth of 8 percent based on comparable prices. The added value of the primary, secondary and tertiary sector was 420 million yuan, 11.967 billion yuan and 35.544 billion yuan, year-on-year rises of 2.7 percent, 9.6 percent and 7.5 percent. Fixed-asset investment hit 20.381 billion yuan, up 20.3 percent year-on-year.

Is total revenue hit 5.754 billion yuan last year, with an increase of 18.8 percent year-on-year. The district' general public budget revenue was 4.103 billion yuan, up 13.2 percent year-on-year.

Licheng district

It was originally established as Licheng county in 153 BC during the Western Han Dynasty (206 BC-AD 24), and named after Lishan Mountain. In 1987, it was launched as a district. Located in eastern and southern Jinan, the district covers 1,299 sq km, and governs 19 subdistricts, two towns, 76 communities and 655 administrative villages.

It is home to 309,000 households and has a population of 97,5000. The sex ratio of newborns is 97.65 male babies per 100 female babies. 

Licheng is home to 6,000 people of 39 ethnic minority groups, including Hui, Manchu, Mongolian and Korean.

It achieved a regional GDP of 88.799 billion yuan in 2017. The added value of the primary, secondary and tertiary sectors were 4.376 billion yuan, 31.959 billion yuan and 52.464 billion yuan.

Changqing district

The district was named after the Great Wall (Changcheng), which was built during the Qi Kingdom (386-221 BC) and the Qingshui Gully. It was established as a county in 594 during the Sui Dynasty (581-618). With the approval of the State Council, Changqing county was upgraded to Changqing district on June 26, 2001.

Covering 1,178 sq km, Changqing district governs seven subdistricts, three towns and 648 administrative villages (communities).

It is home to 165,600 households and has a population of 563,400. The sex ratio of newborns is 99.32 male babies per 100 female babies. The birth rate, death rate and natural growth rate of the population are 15.03 per thousand, 10.68 per thousand and 4.35 per thousand.

The district achieved a regional GDP of 32.16 billion yuan, up 7.9 percent year-on-year. The added value of the primary, secondary and tertiary sectors were 3.58 billion yuan, 12.56 billion yuan and 16.02 billion yuan, seeing increases of 3.7 percent, 8.2 percent and 8.7 percent. The district's per capita GDP was 54,601 yuan, up 8.3 percent year-on-year.

Zhangqiu district

The name Zhangqiu is derived from Zhangqiu Mountain in Jinan. Covering 1,719 sq km, Zhangqiu district governs 18 towns (subdistricts), 890 villages (excluding 13 villages in Gaoguanzhai town), and 17 communities.

By the end of last year, it had a population of 1.041 million, with the birth rate, death rate and natural growth rate of the population reaching 13.82 per thousand, 8.46 per thousand and 5.36 per thousand. The sex ratio of newborns is 97.89 male babies per 100 female babies.

It achieved a regional GDP of 100.12 billion yuan in 2017, seeing year-on-year growth of 9.4 percent based on comparable prices. The added value of the primary, secondary and tertiary sectors were 8.49 billion yuan, 58.68 billion yuan and 32.95 billion yuan, year-on-year rises of 3.2 percent, 11 percent and 8 percent. The ratio of the three sectors was 8.5:58.6:32.9.

Jiyang district

Jiyang was established in 1129 during the Jin Dynasty (1115-1234) and got its name because of its location at the north of the ancient Jishui River. Situated in northeastern Jinan, Jiyang district covers 1,098.8 sq km and governs eight towns, two subdistricts, 811 administrative villages and 46 communities.

By the end of last year, it had 171,000 households and a population of 584,000. The sex ratio of newborns is 101.8 male babies per 100 female babies. It is home to 23 ethnic minority groups, including Hui, Mongolian, Tibetan, Korean and Uygur.

It achieved a regional GDP of 33.6 billion yuan, for year-on-year growth of 10.1 percent based on comparable prices. The added value of the primary, secondary and tertiary sectors were 5.33 billion yuan, 17.26 billion yuan and 11.01 billion yuan, for year-on-year rises of 3.9 percent, 10.1 percent and 13.7 percent. The ratio of the three sectors was 15.9:51.3:32.8.

The county's per capita GDP was 61,251 yuan.

Pingyin county

The name of the county came from its location in the north of the mountains in ancient Dongyuan area. It is located in southwestern Jinan, and covers 827 sq km. It governs two subdistricts, six towns, 24 communities and 336 administrative villages.

The county has a population of 374,200. The sex ratio of newborns is 100.4 male babies per 100 female babies. The birth rate, death rate and natural growth rate of the population are 15.31 per thousand, 11.67 per thousand and 3.64 per thousand. It is home to 411 people from 24 ethnic minority groups.

It achieved a regional GDP of 27.304 billion yuan in 2017, seeing year-on-year growth of 8.2 percent based on comparable prices. The added value of the primary, secondary and tertiary sectors were 3.298 billion yuan, 15.425 billion yuan and 8.581 billion yuan, for year-on-year rises of 2.8 percent, 10.4 percent and 6.4 percent. The ratio of the three sectors was 12.1:56.5:31.4.

Shanghe county

Shanghe county was named after the Shanghe River, which runs through it, and was established as a county in 1086. Located in northeastern Jinan, it covers 1,163 sq km and governs 11 towns, one subdistrict, 948 administrative villages and 14 communities.

The county has 202,000 households and a population of 640,800. The sex ratio of newborns is 100.97 male babies per 100 female babies. The birth rate and natural growth rate of the population are 20.07 per thousand and 1.34 per thousand.

It is home to 24 ethnic minority groups, including Hui, Manchu, Mongolian, Korean and Uygur.

It achieved a regional GDP of 20.388 billion yuan in 2017, seeing year-on-year growth of 9 percent. The added value of the primary, secondary and tertiary sectors were 4.887 billion yuan, 8.079 billion yuan and 7.323 billion yuan, year-on-year rises of 3.8 percent, 10.8 percent and 11 percent. The ratio of the three sectors was 24.0:39.6:36.4. The county's per capita GDP was35,188 yuan, up 9 percent year-on-year.
