The city of Jinan has 10 urban districts – Lixia, Shizhong, Huaiyin, Tianqiao, Licheng, Changqing, Zhangqiu, Jiyang, Laiwu, Gangcheng and two counties – Pingyin and Shanghe. Together they enclose 112 sub-districts and 29 towns.
Lixia district
One of the 10 urban districts of the prefecture-level city of Jinan, Lixia covers 100.89 square kilometers and has 13 sub-districts with a population of 750,000.
The district enjoys numerous scenic spots and historical sites. The most famous scenic spots in Jinan – Qianfo Mountain, Daming Lake and Baotu Spring are in the district.
Lixia is also home to more than 100 provincial and municipal government agencies and more than 20 universities including Shandong University and Shandong Normal University.
The district is well-equipped with business and tourism facilities including five-star hotels and more than 10 shopping plazas.
In 2022, the district's GDP increased by 4.5 percent over the previous year to 228.29 billion yuan ($33.35 billion).
Shizhong district
Shizhong district is located in the central and southern part of Jinan. Covering 281.5 sq km, it governs 17 sub-districts, 114 communities and 77 administrative villages.
The district has a population of about 772,200. The sex ratio of newborns is 106.1 male babies per 100 female babies. The birth rate and natural growth rate of population are 9.5 per thousand and 1.59 per thousand. Besides the Han ethnic group, the district is home to 36 ethnic minority groups, such as Hui, Manchu and Tibetan.
In 2022, the district's GDP totaled 127.56 billion yuan.
Huaiyin district
Located in western Jinan, Huaiyin district grew out of the sixth district that had many streets and lanes named with Huaishu (locust tree). It was named Huaiyin district in 1955.
Covering 151.6 sq km, the district governs 16 sub-districts, 94 communities and 92 administrative villages.
It has a population of about 527,000. The sex ratio of newborns is 106.1 male babies per 100 female babies. The birth rate, death rate and natural growth rate of the population are 10.3 per thousand, 7.9 per thousand and 2.4 per thousand. Huaiyin is home to 17,000 people of 28 ethnic minority groups, including Hui and Manchu.
The district's GDP totaled 74.68 billion yuan in 2022.
Tianqiao district
Tianqiao district was named after the overpass that stretches across the Qingdao-Jinan and Tianjin-Shanghai railway lines. It is located in northern Jinan, straddling the banks of the Yellow River. Covering an area of 258.97 sq km, it governs 15 sub-districts, 148 communities and 120 administrative villages.
In 2022, the district achieved a regional GDP of 71.33 billion yuan.
Licheng district
Located in eastern and southern Jinan, Licheng district covers 1,299 square kilometers, and governs 19 sub-districts, two towns, 76 communities and 655 administrative villages.
By the end of 2017, the district is home to 309,000 households and has a population of 97,5000. The sex ratio of newborns is 97.65 male babies per 100 female babies. It is home to 6,000 people of 39 ethnic minority groups, including Hui, Manchu, Mongolian and Korean.
In 2022, the district's regional GDP increased by 3.6 percent over the previous year to 124.07 billion yuan.
Changqing district
The district was named after the Great Wall (Changcheng), which was built during the Qin Dynasty (221-206 BC) and the Qingshui Gully. It was established as a county in 594 during the Sui Dynasty (581-618). With the approval of the State Council, Changqing was upgraded to Changqing district on June 26, 2001.
Covering 1,178 sq km, Changqing district governs seven sub-districts, three towns and 613 administrative villages (communities).
It is home to 165,600 households and has a population of 563,400. The sex ratio of newborns is 99.32 male babies per 100 female babies. The birth rate, death rate and natural growth rate of the population are 15.03 per thousand, 10.68 per thousand and 4.35 per thousand.
Changqing district's GDP reached 37.88 billion yuan in 2022.
Zhangqiu district
The name Zhangqiu is derived from Zhangqiu Mountain in Jinan. Covering 1,719 sq km, Zhangqiu district governs 18 towns (sub-districts), 890 villages (excluding 13 villages in Gaoguanzhai town), and 17 communities.
It achieved a regional GDP of 112.07 billion yuan in 2022.
Jiyang district
Situated in northeastern Jinan, Jiyang district covers 1,076 square kilometers and governs four towns, six sub-districts, 850 administrative villages and communities.
In 2022, Jiyang achieved a regional GDP of 23.72 billion yuan with a year-on-year increase of 3.2 percent.
Pingyin county
Pingyin county, located in southwestern Jinan, and covers an area of 827 square kilometers. It governs two sub-districts, six towns, 14 communities and 337 administrative villages.
In 2022, Pingyin county achieved a regional GDP of 27.88 billion yuan, a year-on-year growth of 2.7 percent.
Shanghe county
Shanghe county was named after the Shanghe River, which runs through it, and was established as a county in 1086. Located in northeastern Jinan, it covers 1,163 sq km and governs 11 towns, one sub-district, 948 administrative villages and 14 communities.
The county has 202,000 households and a population of 640,800. The sex ratio of newborns is 100.97 male babies per 100 female babies. The birth rate and natural growth rate of the population are 20.07 per thousand and 1.34 per thousand. It is home to 24 ethnic minority groups, including Hui, Manchu, Mongolian, Korean and Uygur.
In 2022, Shanghe county achieved a regional GDP of 23.1 billion yuan, a year-on-year growth of 5.7 percent.
Laiwu district
Laiwu district, the original Laicheng district of Laiwu city, was approved as a district of Jinan in 2019. Located on both sides of the Wenhe River, it is one of the birthplaces of ancient Dawenkou culture. Laiwu district covers a total area of 1,739 square kilometers, and had a population of 1,050,900. It administers four sub-district offices and 11 towns.
Laiwu district achieved a regional GDP of 100.53 billion yuan in 2022, growing 3.4 percent over the previous year.
Gangcheng district
Gangcheng district was approved as a district of Jinan in 2019. It covers 1,428.04 square kilometers, had 989,500 residents and administers two sub-districts and five towns. Gangcheng district boasts rich mineral resources such as coal, iron, copper, gold and dolomite.
According to official data, Gangcheng district achieved a regional GDP of 35.64 billion yuan in 2022.
