Jinan, capital of Shandong province, recently issued an action plan (2024-27) for the high-quality development of its aerospace information industry.

According to the plan, by 2027, Jinan will establish a modern aerospace information industrial system with complete industrial support, robust collaborative mechanisms, and distinctive advantages.

The plan also projected the scale of Jinan's aerospace information industry to exceed 50 billion yuan ($6.91 billion) by 2027, with over 80 enterprises above the designated size.

To achieve the goal, Jinan plans to bolster its efforts in various sectors. In regard of spatial layout, the city plans to develop two core industrial clusters in Licheng district and the Jinan Innovation Zone, a pilot zone for industry-education integration in Zhangqiu district, and a demonstration zone for industry-research integration in the Jinan Start-up Area for Growth Drivers Transformation.

In addition, the city intends to attract a number of high-level talents and innovative teams to lead the aerospace information industry, aiming bring the total number of professionals in the field to more than 1,200.

The action plan also proposes a series of support policies. For instance, it supports the construction of key projects with high investment, promising market prospects, and significant potential for driving economic growth. For key aerospace information projects with an actual fixed asset investment (excluding land costs) of over 20 million yuan, the plan provides support equivalent to 15 percent of the fixed asset investment, distributed over two years, with a maximum support of 100 million yuan per project. To support the creation of specialized parks, it offers a one-time reward of 2 million yuan to park operating units where the aerospace information industry's revenue accounts for over 60 percent of the total park revenue and the industrial output value reaches 300 million yuan.
