Jinan leads Shandong province with four of the 21 "major projects", which collectively have a total investment of 5 billion yuan ($704.39 million).

These four projects are the Yellow River Sports and Exhibition Center and Technology Manufacturing Park Infrastructure Project (Phase I of the Yellow River Avenue Project), the Northern Ring Section of the Jinan Ring Expressway, Phase II of the Jinan Metro Line 3, and the Semiconductor Intelligent Optoelectronics Full Industry Ecosystem Chain Project.

Located in the Jinan Start-up Area for Growth Drivers Transformation, the Yellow River Avenue Phase I Project, managed by Jinan City Construction Group Co Ltd, spans 16.2 kilometers. It includes three underground passages totaling approximately 8.3 km: the exhibition center passage (2.3 km), the sports center passage (2.2 km), and the smart industrial park passage (3.8 km). The smart industrial park passage has been fully implemented and completed joint commissioning, with trial operations running smoothly. The entire line is ready for operation.

The Northern Ring Section of the Jinan Ring Expressway adds 67.62 kilometers to the city's highway system with twelve lanes of traffic going 120 kilometers per hour. Upon completion, it will support the development of the Jinan start-up area and bolster Jinan's goal of becoming a key city in the Yellow River Basin.

Jinan Metro Line 3 is a north-south rapid transit line running through the city's eastern part. The Phase II extension stretches 13.01 kilometers north from Phase I, with six stations – three of which are transfer stations. It will connect key transportation hubs such as Jinan West Station, Jinan Station, Jinan East Station, and Yaoqiang International Airport, offering passengers a seamless connection with airplanes, subways, and high-speed trains.

The Semiconductor Intelligent Optoelectronics Project will occupy 182 acres in the Yingcheng Electronic Information Industrial Park in Laiwu District, which currently has 180,000 square meters of factory space. With the installation of 90 new production lines, the facility will focus on manufacturing optoelectronic terminal products, including mini/micro LED display modules, audio-visual entertainment displays, and XR virtual reality scenes. Once operational, this project will address a significant gap in the city's industry.
