
Jinan, capital of Shandong province, recently issued the Opinions on Implementing Key Tasks of Rural Vitalization in 2023 to clarify the work of sannong — an official term referring to agriculture, rural areas and farmers — and set a goal to become a benchmark for rural vitalization.
The city is aiming to grow the added value of its agricultural, forestry, animal husbandry and fishery industries by 3.5 percent this year. The per capita disposable income of rural residents is expected to grow by more than 5.5 percent.
Stable output
Jinan has been ramping up efforts to ensure that the size of its grain sowing area stay at more than 7.25 million mu (483,333.33 hectares), and have its total grain output and a diversified food security system amount to 2.95 million tons.
This year, the city plans to add 20 new agricultural parks to guarantee vegetable supplies amounting to more than 7 million tons. The number of pig farms will be maintained at 333 and the total meat, eggs and milk production is to reach more than 920,000 tons.
It is constructing 234,000 mu of high-standard farmland within the year and developing 70,000 mu of land with efficient water-saving irrigation.
Strong agricultural towns
Jinan is looking to create 10 major agricultural industrial clusters, a work team to support more than 300 village-level projects within the year, and more than 10 provincial-level agricultural towns. The rural tourism consumption is expected to hit 35 billion yuan.
The city has implemented a five-year action plan to improve the rural environment, complete around 400 tasks and improve the environment of all its villages by the end of the year.
'Thousand Villages Prosperity' plan
The city is striving to deepen rural reforms and encouraging households to form cooperatives to establish enterprises according to development needs, as well as build more than 10 agricultural industrialization alliances.
Jinan will also provide support for provincial and national agricultural leading enterprises, expand channels for farmers to increase their income and create more public welfare jobs in rural areas.
Authorities will increase the proportion of land transfer income used for agriculture and rural areas, recruit 100 professionals, strengthen the construction of farmer education and training systems, and nurture more than 1,500 high-quality farmers.
