The Jinan government released a three-year action plan to promote the high-quality development of the city's logistics industry on Aug 21.

According to the plan, the city will apply for the establishment of a national assembly center for China-Europe freight trains and the expansion of the China-Europe train network.

By 2026, Jinan plans to operate 16 China-Europe freight train routes, maintaining an annual operation volume of over 1,000 trains, with an average annual growth rate exceeding 8 percent.

According to the plan, Jinan will expand its international air logistics channels by focusing on both passenger and cargo operations. The city plans to increase or launch new routes to Asia, Europe, and the Americas, with a particular emphasis on routes to countries involved in the Belt and Road Initiative. By 2026, the Jinan airport aims to operate more than 65 international passenger and cargo routes.

Additionally, the city plans to establish rail-sea intermodal train routes connecting the city with port cities such as Qingdao, Tianjin, and Lianyungang. By 2026, its rail-sea intermodal container throughput is expected to reach a cumulative total of 50,000 TEUs (20-foot equivalent units).

Jinan will also launch international cross-border cargo routes connecting the city with cities around the world and explore the development of cross-border postal package transport services using China-Europe freight trains. The goal is to establish Jinan as a hub for postal package cross-border transport in Shandong. By 2026, the annual volume of express deliveries is expected to exceed 1.1 billion items, with an average annual growth rate of over 10 percent.
