Administrative procedures for inbound travelers visiting Jinan

1. Report before entering China

Those who plan to enter China must report their travel plans to the local community through their family members or employers three days before their arrival.

They are also required to apply for a health QR code at a Chinese embassy in a foreign country with a negative nucleic acid test result, a positive COVID-19 antibody result, and a COVID-19 vaccination certificate, all of which are issued by an institution that is designated or recognized by the embassy 48 hours before boarding the plane.

2. Inbound individuals entering China through Jinan ports

People who enter China through Jinan ports will be included in the local epidemic prevention system upon arrival. They must undergo a 14-day concentrated quarantined medical observation and take five nucleic acid tests on the first, third, seventh, 12th and 13th day. After the quarantine, they must undergo seven days of health monitoring at home and take two nucleic acid tests on the second and seventh day respectively.

Special groups, including people who live in the border areas, diplomats, distinguished individuals involved in economic, trade, scientific research and technological cooperation can submit their applications to local district-level headquarters for COVID-19 prevention and control and undergo the corresponding management procedures after receiving approval.

3. Inbound individuals traveling to Jinan through other cities in Shandong province

After completing the centralized medical quarantine period in Qingdao, Yantai or Weihai, individuals traveling to Jinan shall be transported “point-to-point” to Jinan airport by the special transfer team. They will then be transferred to centralized district or county service points through the point-to-point transportation services. They will then take two nucleic acid tests 24 hours apart at the centralized service point. Individuals with negative tests shall then undergo a seven-day health monitoring period and take a nucleic acid test on the seventh day.

Their destination county or district will implement "seamless closed loop management" and find out in advance how the individuals will travel and when they will arrive. For those who return by public transportation, they shall register at the registration point at the transportation station immediately after arriving. They will then be transferred to centralized district or county service points through point-to-point transportation services and receive two nucleic acid tests 24 hours apart at the centralized service point. Individuals with negative tests shall then undergo a seven-day health monitoring period and take a nucleic acid test on the seventh day.

For those with an inbound period of more than seven days but less than 14 days after quarantine outside of Shandong province, a nucleic acid test will be administered upon their arrival in Jinan. For those with an inbound period of more than 14 days outside of Shandong province, there are no more requirements for health management and nucleic acid testing when entering Jinan.
